194.1. Sections 304 to 312 of the Act respecting elections and referendums in municipalities (chapter E-2.2) apply to the members of the council of commissioners in the same manner as to the members of the council of a municipality. For the purposes of those sections, a council of commissioners is deemed to be a council of a municipality and a school board is deemed to be a municipality. However, section 304 of the said Act does not apply to a member of a council of commissioners having a personal interest, direct or indirect, in an enterprise or a contract which conflicts with the interest of the school board, if he discloses his interest, including what is pertinently described in section 305 of the said Act, in writing to the council of which he is a member and if he abstains from taking part in the debate and voting on any decision on the subject in which he has an interest.
